Certification/Renewal Workshop Information
Since 1998, the Utah On-Site Wastewater Treatment Training Program at Utah State University's Utah Water Research Laboratory, has provided training to health department staff, site evaluators, general contractors, engineers, system designers and others in on-site wastewater treatment. The State of Utah initiated a certification program for on-site wastewater professionals and the training program provides training workshops in support of that certification program. Those involved in the development of new housing sites, including system designers, installers, regulators and city and county planners are trained in correct principles of planning, design, material and systems selection, and system installation for on-site wastewater treatment systems currently allowed under Utah code. These programs provide public education, awareness, and training in installation and operation that can help to reduce misuses and failures of on-site wastewater treatment systems.
2026 Class Registration
Registration will open Monday, February 2nd at 9 AM.
Registration is Moving to Canvas
This year we have moved to a new registration system through Canvas at Utah State University. All participants will have access to a Canvas course page for each class that will have general information about the course and instructors, and other helpful information. These course pages are not published yet, but registrants will receive a link to the page through email once the page is published.
Registration Info
In order to qualify for initial Level 1 certification, a person must:
- attend a training course provided by an approved training provider specifically for the purpose of certification at Level 1; and
- demonstrate knowledge of course subject matter by successfully passing an examination to be given at the conclusion of the Level 1 training course.
In order to qualify for initial Level 2 certification, a person must:
- attend a training course provided by an approved training provider specifically for the purpose of certification at Level 2;
- demonstrate knowledge of course subject matter by successfully passing an examination to be given at the conclusion of the Level 2 training course; and
- be certified for soil evaluations and percolation testing at Level 1
In order to qualify for initial Level 3 certification, a person must:
- attend a training course provided by an approved training provider specifically for the purpose of certification at Level 3;
- demonstrate knowledge of course subject matter by successfully passing an examination to be given at the conclusion of the Level 3 training course; and
- be certified for soil evaluations and percolation testing at Level 1 and certified for design, inspection and maintenance of conventional systems at Level 2.
Certification renewal is required every 3 years for all levels of certification.
Option for Waiver of Class Attendance for Original Certification
All applicants are required to take an examination, but an applicant's current licensing and experience may be substituted for attending the training courses (Utah Administrative Code R317-11)
A licensed environmental health scientist qualifies to substitute licensure and experience for required training for a Level 1, 2 or 3 certification if the Environmental Health Scientist provides to the Utah Division of Water Quality director evidence of current licensure in Utah and two years experience appropriate to the class of certification requested.
A licensed professional engineer qualifies to substitute licensure for required training for a Level 1, 2, or 3 certification if the professional engineer provides to the Utah Division of Water Quality director evidence of current Utah licensure.
A person who is a licensed contractor qualifies to substitute licensure and experience for required training for a Level 1 or 2 certification if the licensed contractor provides to the Utah Division of Water Quality director evidence of at least five years of experience installing underground wastewater disposal systems.

FAQ
Are there prerequisites to attend the classes before being certified?
There are no prerequisites besides that you need to take the classes in order to be certified. For example, you would need to take and pass Level 1 before you can be certified for Level 2.
How long is each class?
Level 1-2 classes are usually 3 days long.
Level 3 classes are 5 days long.
Renewal classes are usually 1 day long.
Where are classes usually held?
We hold classes at locations (usually health departments) around the State of Utah. The schedule and locations will depend on their availability.
Can I take all three classes and become certified in all in the same year, or is there a wait time between each level of certification?
You can be certified for all three in the same year- we encourage you to sign up early to get a spot in each class. We also encourage you to take all of the classes in order, since the classes build upon each other.
