Leadership & Teaching
Judy Sims and Brian Cowan lead the Utah Onsite Wastewater Treatment Training Program, overseeing classes and demonstration sites while providing guidance on certification requirements and answering certification-related questions. Judy Sims
Judy Sims is the long-time coordinator of the Utah On-Site Wastewater Treatment Training Program at Utah State University’s Utah Water Research Laboratory. With a career at USU spanning more than four decades, Sims has been instrumental in developing and leading statewide education and certification training for regulators, designers, installers, and other professionals involved in on-site wastewater systems. Her work focuses on protecting public health and water quality through practical, hands-on education.
Brian Cowan
Brian Cowan helps lead and teach classes for the Utah On-Site Wastewater Treatment Training Program at Utah State University. He works closely with certification students and the center’s demonstration sites, providing hands-on instruction in septic system design, installation, and inspection. Brian also assists professionals and regulators with certification questions and training resources in support of Utah’s water quality and public health.
